In this map, the Guttmacher Institute spotlights the 18 states that since 2011 have enacted policies that block funding for contraception or other health care services from being allocated to organizations that provide abortion care or are affiliated with abortion providers.
According to Guttmacher, the data highlight how abortion-rights opponents have used fungibility arguments to target state, federal and international family planning programs. In a policy analysis, researchers at Guttmacher contend that restoring direct public funding for abortion care -- including the repeal of the Hyde and Helms Amendment -- is the most effective way to end fungibility-based attacks on reproductive health providers (Dreweke, Guttamacher Institute, 10/5).
