Between 2010 and 2015, states passed more than 27% of the 1,074 state-level restrictions on the procedure enacted since Roe v. Wade. According to the Guttmacher Institute, states have passed an average of 57 new abortion restrictions every year between 2011 and 2015. More than 50% of these new restrictions target medication abortion, restrict private coverage for abortion care, prohibit abortion care later in pregnancy, require mandatory counseling before abortion care or increase parental involvement requirements for minors seeking abortion care (Guttmacher Institute release, 1/13).
